dacoits & cops

I just heard that a friend living in Gurgaon witnessed a police encounter in her building. Apparently she had dacoits as neighbours. She recalls complaining to them, about the level of the noise they made at night, and the paan that they spat from above into her balcony.
At 3am, two nights ago she saw a man slip down a shoot towards her balcony. She told her husband about it, he said she must have been imagining things, being eight months pregnant. Soon after, they had some cops with guns come in to their house, and ask them if they had seen anyone. The dacoits had escaped from their own apartment and jumped downstairs to her neighbor’s house, and were holding them hostage. The dacoits had grenades and weapons. The police were communicating with the dacoits through an intercom that connected my friend’s house and her neighbors. Apparently some choice Haryanvi galis were exchanged. The neighbours and the police convinced the dacoits to go to the balcony, allowing the hostage husband and wife to escape. The three dacoits were shot dead by the police.
The story is scary on many levels; on a personal level this can happen at any time anywhere in India. How safe is one? People build gated communities and hire security guards who they think protect them. But what about ones neighbours? On a political level were these men actually dacoits, or was the whole thing setup by the police to create an encounter situation? Did they need to be shoot dead or could the cops have incapacitated them?
